En Bucaramanga, a los cuatro (4 ) días del mes de Octubre y por iniciativa de los Líderes de la comuna 11 y sus alrededores, nos reunimos en el Polideportivo del barrio porvenir las siguientes autoridades, lideres y comunidad en general: Ing. Jairo Alfonso Salcedo y Luís Eduardo Parra Subgerente Operativo de la EMAB; ing., Gustavo Mantilla, de la C.D.M.B; Dr. Hernando Corzo de la Personería Municipal; Dr. Alvaro Vecino Pico de la Fundación Participar; Dr. Ricardo Arturo Arias Beltrán Contralor Municipal, Ing. Jaime Muñoz Córdoba y Dra. Ligia Suárez Mantilla de la Oficina Asesora de Participación Ciudadana de la Contraloría de Bucaramanga. Por la comunidad el señor Luís Jesús Ramírez Pita, Vicepresidente de la Comuna 11; Carlos Julio Mayorga, Presidente J.A.C; el señor Horacio Rey, Líder comunitario y cincuenta (54) vecinos del sector, con el fin de realizar un CONVERSATORIO para tratar las preguntas e inquietudes que tiene la comunidad de la comuna once sobre el sitio de disposición final de basuras, conocido como “EL CARRASCO”.
